2-Year-Old Daughter Is Fined $75 For Littering In The Alley Behind Her House

After spending a few minutes with my toddler nephew, it's clear just how big of a mess those tiny humans are capable of creating without a second thought as they scurry around the house.

Keeping up with all of those young antics is a tough job for every parent as soon as their little one learns to walk. Even sitting down for a simple meal often turns into total chaos with their silly faces completely covered in food by the time they're done.

However, when Chuck and Theresa Westover saw a letter containing a littering accusation to their 2-year-old daughter Harper, they were completely baffled.

Not only is it impossible for Harper to legally be held accountable for any of the hefty $75 fine, but the parents have made sure she knows where trash is supposed to go. Despite her camera shyness in the clip below, Harper answers every question they quiz her with on keeping tidy with flying colors.

In fact, the Washington family has made several requests to the state for someone to look into the constant litter in the alley behind their home without any response. Theresa attempted to clear up the issue with her daughter over the phone, but the person on the other end of the line wasn't very helpful.

While filming in the alley with the Westovers, though, USA Today happened to capture the moment an inspector arrived to handle the strange situation.
