As a person who has cried over hurting someone else’s feelings, I can’t comprehend intentionally physically hurting someone. And when it comes to children, the elderly, and the disabled, it becomes truly unfathomable. Anyone who gets any satisfaction over injuring or intimidating a vulnerable person — to me — has to be a deep level of disturbed or perhaps even evil. One “foster mom” from Texas may be a little bit of both.
A neighbor of the aforementioned woman, Justin Anderson, 24, heard a young woman’s screams from the foster mom’s backyard on November 22, 2025. He pulled out his phone, walked over to the fence, and began filming a truly disturbing scene. What Anderson uncovered and police have confirmed was a 22-year-old woman pounding on the door of an outdoor dog kennel begging to be let out, the Daily Mail reported.
Police officers rushed to the home of Kandice “Candy” Thompson to investigate after Anderson frantically called 911. Thompson is a community member known as the widow of the former police chief and regular foster mom of “dozens” of children over the years.
Anson Police Chief Daniel Graziose called what officers saw “shocking to the conscience,” the outlet reported. They found the victim cold, wearing only a T-shirt and jogging pants on the 57-degree night, and she was visibly distraught. Although Thompson first offered the authorities “reasons” why the younger woman had been locked outside, investigators still hit her with several charges including kidnapping, injury to a disabled individual, unlawful restraint, aggravated kidnapping, endangerment, and assault.
Police credit Anderson’s video with saving her life. The husband and father said he heard someone “Just screaming, ‘I have to pee, I’m scared,’ and then you hear banging, like a chain link fence,” he told the outlet. He asked his wife if she thought she heard something off. Eventually he wandered over to the fence while recording.
“I didn’t know if I could reach over the fence then,” he said. “But I did reach over when the cop got there and he saw what was going on,” he explained to the Daily Mail.
He said that when the video was zoomed in, officers could see the “chains” and the young girl locked inside. He kept recording to make sure evidence was being captured as he talked to the victim, attempting to keep her calm.
“My thoughts were like hey you got somebody here. It’ll be all right baby, breathe breathe, breathe,” he told crime podcast Criminally Obsessed.
He continued to attempt to soothe the young woman as officers were on the scene.
“‘I’m so sorry,'” Anderson said he told her. ‘”I’m your neighbor. I’m your neighbor and I’ve heard you so many times. I got you help. Okay. This will never happen again.'”
When he asked her how many times this has happened, the recording audio reveals a terrified woman’s voice telling him, “It happened a lot. A lot. And I’m scared.”
Graziose confirmed what happened that evening, stating that authorities took the young woman to a hospital for a medical evaluation. He also clarified that she wasn’t chained but that there was a wire cable on the kennel keeping the door closed, making her unable to get out.
The neighbor “absolutely did the right thing. We’re proud of him,” the officer said of Anderson, per the Daily Mail. “The one thing I would like to communicate to the community is if you hear something, say something. Him calling us activated numerous programs and resources and ways for us to help. Not only did she get the help she needed immediately by being let out of the kennel and being provided medical aid but it also activated several other resources that will help her in the future.”
Thompson was arrested that evening and is booked into Jones County Jail. The other two disabled/vulnerable adults in her care were removed from her home.
