All you need is a few drops of peroxide-free eye drop saline solution. While other fluids like baby oil or vaseline will work, eye drops are the safest way to revitalize the mascara.
It's important to use eye drops without peroxide because you don't want to create a "bubbling" effect that will change the consistency of the product.
This hack should only be used on mascara that's only a few months old — if you've had it for six months or more, it's time to toss it. Alternatively, you can look at the packaging of the mascara (or any makeup product). On it you will see a tiny symbol that looks like a container with a number written as 6M or 12M; this will indicate how many months the product is good for.
According to the International Journal of Cosmetic Science, "[Makeup products] for the eye area merit special attention because of the proximity and contact with this region, and thus, the higher probability of causing irritation or, if the product is contaminated, ophthalmic infections."
That means it's important to be diligent about tossing old eye products to avoid infection and irritation.
